Formation of First International Baha'i Council

Proclaim National Assemblies of East and West weighty epoch-making decision of formation of first International Baha'i Council, forerunner of supreme administrative institution destined to emerge in fullness of time within precincts beneath shadow of World Spiritual Center of Faith already established in twin cities of Akka and Haifa. Fulfillment of prophecies uttered by Founder of Faith and Center of His Covenant culminating in establishment of Jewish State, signalizing birth after lapse of two thousand years of an independent nation in the Holy Land, the swift unfoldment of historic undertaking associated with construction of superstructure of the Bab's Sepulcher on Mount Carmel, the present adequate maturity of nine vigorously functioning national administrative institutions throughout Baha'i World, combine to induce me to arrive at this historic decision marking most significant milestone in evolution of Administrative Order of the Faith of Baha'u'llah in course of last thirty years. Nascent Institution now created is invested with threefold function: first, to forge link with authorities of newly emerged State; second, to assist me to discharge responsibilities involved in erection of mighty superstructure of the Bab's Holy Shrine; third, to conduct negotiations related to matters of personal status with civil authorities. To these will be added further functions in course of evolution of this first embryonic International Institution, marking its development into officially recognized Baha'i Court, its transformation into duly elected body, its efflorescence into Universal House of Justice, and its final fruition through erection of manifold auxiliary institutions constituting the World Administrative Center destined to arise and function and remain permanently established in close neighborhood of Twin Holy Shrines. Hail with thankful, joyous heart at long last the constitution of International Council which history will acclaim as the greatest event shedding luster upon second epoch of Formative Age of Baha'i Dispensation potentially unsurpassed by any enterprise undertaken since inception of Administrative Order of Faith on morrow of Abdu'l-Baha's Ascension, ranking second only to glorious immortal events associated with Ministries of the Three Central Figures of Faith in course of First Age of most glorious Dispensation of the five thousand century Baha'i Cycle. Advise publicize announcement through Public Relations Committee.

Spiritual and Administrative World Center

Announce to friends of East and West the following: furnishing Mazra'ih, completion of restoration of historic house of Baha'u'llah in Acre,(1) scene of prolonged afflictions sustained by Founder of Faith, as well as supreme crisis suffered by Abdu'l-Baha at hands of Covenantbreakers. Greatly enhanced international endowments in Holy Land in twin cities of Acre and Haifa, now include twin Holy Shrines situated on plain of Acre and slope of Mount Carmel; twin Mansions of Bahji and Mazra'ih, twin historic Houses inhabited by Baha'u'llah and Abdu'l-Baha; twin International Archives adjoining the Bab's Sepulcher and the resting-place of the Greatest Holy Leaf; twin Pilgrim Houses, constructed for Oriental and Occidental pilgrims; twin Gardens of Ridvan and Firdaws, associated with the memory of the Author of the Baha'i Dispensation.

Greatly welcome assistance of the newly-formed International Council, particularly its President, Mason Remey, and its Vice-President, Amelia Collins, through contact with authorities designed to spread the fame, consolidate the foundations and widen the scope of influence emanating from the twin spiritual, administrative World Centers permanently fixed in the Holy Land constituting the midmost heart of the entire planet.

(Shoghi Effendi: Messages to the Baha'i World, Pages: 7-9)


What this means is that Shoghi Effendi made an appointment! His "lineal descendent" was the first International Baha'i Council, that is, the IBC descended in a straight line from Shoghi. Notice especially these parts of the Cablegram...

"...formation of first International Baha'i Council, forerunner of supreme administrative institution..."

This proves that the IBC was intended to become the UHJ (Universal House of Justice).

"...induce me to arrive at this historic decision marking most significant milestone in evolution of Administrative Order of the Faith of Baha'u'llah in course of last thirty years."

Here Shoghi states that the formation of the IBC is the biggest thing to happen since Abdu'l-Baha came to America.

"Nascent Institution now created is invested with threefold function... To these will be added further functions in course of evolution of this first embryonic International Institution..."

Shoghi calls the IBC an "embryonic International Institution," showing that it is the embryo to the UHJ.

"...marking its development into officially recognized Baha'i Court...

Now we see that the IBC is going to "evolve" through stages. First it was to be the IBC then it was to become a "Baha'i [World] Court," then...

"...its transformation into duly elected body..."

Then the World Court is to become an "elected body." At this point it becomes a "Supreme Tribunal" with various nations belonging to it, then...

"... its efflorescence into Universal House of Justice..."

It will finally "effloresce" into the "Universal House of Justice." Four stages: An International Baha'i Council, a World Baha'i Court, a Supreme Tribunal, and finally the UHJ. But the "UHJ" that has been formed by the "Baha'i Administration" under the guidance and instruction of the Hands of the Cause is a fraud! The current "Universal House of Justice" in Haifa never even made it to the second stage; the IBC never became a court! The IBCs authority as the true administration was cleverly usurped by a number of the Hands of the Cause in order to keep themselves empowered after the death of Shoghi Effendi. Scandalous!

"Hail with thankful, joyous heart at long last the constitution of International Council which history will acclaim as the greatest event shedding luster upon second epoch of Formative Age of Baha'i Dispensation potentially unsurpassed by any enterprise undertaken since inception of Administrative Order of Faith on morrow of Abdu'l-Baha's Ascension..."

Shoghi praises the IBC. The "constitution" of the Baha'i Faith is the Will and Testament of Abdu'l-Baha.

"...ranking second only to glorious immortal events associated with Ministries of the Three Central Figures of Faith in course of First Age of most glorious Dispensation of the five thousand century Baha'i Cycle."

Finally, Shoghi announces that the IBC outranks himself! He says that the IBC was... "ranking second only to glorious immortal events associated with Ministries of the Three Central Figures of Faith..."

The three central figures of the Faith were the Bab, Baha'u'llah and Abdu'l-Baha! The IBC was intended to be the successor to Shoghi. It is apparant. The Hands of the Cause "assumed control" of the Faith by "siezing the helm of the Faith" (see Introduction to Ministry of the Custodians). By assuming the guardianship of the Faith, the Hands violated the Will and Testament of Abdu'l-Baha by going against Shoghi Effendi's instructions to "turn to the IBC/UHJ." For in the Will and Testament it says:

O ye the faithful loved ones of Abdu'l-Baha! it is incumbent upon you to take the greatest care of Shoghi Effendi... For he is, after Abdu'l-Baha, the Guardian of the Cause of God... He that obeyeth him not, hath not obeyed God; he that turneth away from him, hath turned away from God and he that denieth him, hath denied the True One... All must seek guidance and turn unto the Center of the Cause and the House of Justice. And he that turneth unto whatsoever else is indeed in grievous error.
(`Abdu'l-Baha: Will and Testament, pages 25-26)

The "Center of the Cause" was Shoghi Effendi and his will was that we turn to the International Baha'i Council. By having the National Spiritual Assemblies pledge allegience to the Hands, they disobeyed Shoghi Effendi, by not turning the affairs of the faith over to Shoghi's "nonbiological" son, the IBC. In disobeying Shoghi, the Hands, according to Abdu'l-Baha, disobeyed God. In going against Shoghi, the Hands disobeyed Abdu'l-Baha and ultimately the Hands disobeyed Baha'u'llah. The Hands broke the Covenant. When the Baha'i World Faith turned to the Hands instead of the IBC/UHJ, they turned "unto whatsoever else" thus they were in "grievous error" according to the Will and Testament.

The very next Cablegram Shoghi sent out was to announce that Mason Remey was the President of the IBC.

"Greatly welcome assistance of the newly-formed International Council, particularly its President, Mason Remey, and its Vice-President, Amelia Collins, through contact with authorities designed to spread the fame."

This shows that Mason Remey was to be the next Guardian after Shoghi Effendi. Mason Remey was Abdu'l-Baha's adopted son, making Mason an Aghsan. The plan was simple, that the IBC was to evolve through four stages, becoming ultimately, the UHJ. This government of God on earth recieved a blessing of infallibility, if it is established correctly...

"...the Universal House of Justice, if it be established under the necessary conditions - with members elected from all the people - that House of Justice will be under the protection and the unerring guidance of God... ...Now the members of the House of Justice have not, individually, essential infallibility; but the body of the House of Justice is under the protection and unerring guidance of God: this is called conferred infallibility."

The current "UHJ" in Haifa is NOT set up "under the necessary conditions." The Sans-guardian UHJ was not elected by "Universal Sufferage" it was not elected "from Secondary Houses of Justice" and most conspicously it is missing its head. The kingdom of God is likened to a man. It has a body. The body is the elected "legislative branch" of the administration. It has hands. The hands do the bidding of the head. Yes, it has a head. The head of the Baha'i adminstration is called "the Guardian." The Guardian is the hereditary "executive branch" of the Baha'i administration.

This is what Abdu'l-Baha says about the two branches of the administration:

The legislative body must reinforce the executive, the executive must aid and assist the legislative body so that through the close union and harmony of these two forces, the foundation of fairness and justice may become firm and strong, that all the regions of the world may become even as Paradise itself.
(`Abdu'l-Baha: Will and Testament, page 15)

The current UHJ in Haifa has no executive. The Hands excomunicated the guardian Mason Remey when they took over the faith. They simply called Mason Remey a "Covenant- Breaker." When in fact, as we saw, Mason Remey was appointed to be the President of the Council. The President of any council is its "distinguished member."

And now, concerning the House of Justice which God hath ordained as the source of all good and freed from all error, it must be elected by universal suffrage, that is, by the believers... By this House is meant the Universal House of Justice, that is, in all countries a secondary House of Justice must be instituted, and these secondary Houses of Justice must elect the members of the Universal one.. By this body all the difficult problems are to be resolved and the Guardian of the Cause of God is its sacred head and the distinguished member for life of that body.

As Mason Remey was an Aghsan and as he was appointed to be the head of the IBC, Mason Remey was the guardian of the Baha'i Faith after Shoghi Effendi! Shoghi Effendi was clear that the UHJ could not function properly without it's hereditary executive...

Divorced from the institution of the Guardianship the World Order of Baha'u'llah would be mutilated and permanently deprived of that hereditary principle which, as Abdu'l-Baha has written, has been invariably upheld by the Law of God. ...Without such an institution the integrity of the Faith would be imperiled, and the stability of the entire fabric would be gravely endangered. its prestige would suffer, the means required to enable it to take a long, an uninterrupted view over a series of generations would be completely lacking, and the necessary guidance to define the sphere of the legislative action of its elected representatives would be totally withdrawn.

Mason Remey Aghsan, in accordance with the provisions of the Covenant, duly appointed his only son, Joseph Pepe Remey Aghsan, to succeed him as Guardian of the Baha'i Faith. Today, Joseph Pepe Remey's son is the distinguished member, the executive branch and the President of the second International Baha'i Council. So it's judgement day friends and you get to be your own judge; but will you judge with righteousness?
